11/16/2022 Alert: JOINT POLE WITH NO EXISTING JOINT POLE RECORD
In the case that a joint pole has been found in the field, but a joint pole record is not found on SCJPC website or database, a record can be created if:
1)Extensive research has been completed and it has been confirmed by attached members that there is no existing record for a pole at the same location.
2)There is no pending JPA to create the record for said pole.
3)All parties attached to the pole agree that the pole is jointly owned.
 
If all above criteria is met, the following information is to be sent to SCJPC to create the record.
1)Agreement from all parties attached to the pole confirming that the pole is jointly owned.
2)Pole record information
a.Pole number
b.Height
c.Year set
d.Treatment
e.Location
f.City
g.Owners with grade and space

06/15/2021 Alert: BILLING SIMPLIFIED FOR SCJPC OFFICE

Per discussion at the May 19, 2021 Billing Process Simplification ad hoc committee: The committee emphasized that all members should make every effort to ensure that the history on the Final Form 2 should match the SCJPC pole records.

The members agreed that the SCJPC office will not be returning Final Form 2 to the initiator if the following four items are missing or incorrect (for removed/PTD poles only): Treatment, Pole Class, KV, and Community. Exceptions are Sections 5.4, 7.3, and 7.7.

06/7/2021 Alert: SECTION 18.1D & SECTION 1.2 (SPECIAL AGREEMENT) FOR JPAS THAT INVOLVED THREE OR MORE PARTIES.

JPAs that involved three or more parties must add Section 1.2 for Special Agreement costs. Section 1.2 does not apply to Section 18.1D member. Special Agreement cost is still divided between all members on record; however, Section 18.1D member’s cost is eaten by member who charges the Special Agreement.

2020 ROUTINE HANDBOOK HAS BEEN REVISED: Section 15.4 has been updated per Administrative Board meeting of October 2020.

SECTION 18.1 F: 18.1F notification should become a priority. In the event when the Final is submitted to the SCJPC with 18.1F and is unable to be billed, the SCJPC will notify the original initiator and the 18.1F submitter. It is then the original initiator’s responsibility to correct and make it billable for the next billing cycle.

01/15/2019 Alert: JPA INITIATOR TO RESEARCH ‘NO TAG’ POLES BEFORE SUBMITTING JPA

Members are receiving many JPAs that have “no tag” listed on the JPA. It is the JPA initiator’s responsibility to research the poles by using the SCJPC website advanced search or contact the members that are joint on these poles to find the pole number before sending the JPA out.    

01/15/2019 Alert: CLARIFICATION OF 06/19/2008 ALERT: JPA MISSING POLE NUMBER

1. Initiating member(s) and their contractors need to do all research necessary to find the original
    pole number, which includes but not limited to contacting other members.
2. If initiating member(s) is unable to produce a pole number for a solely owned pole on a
    preliminary JPA, please create a temporary pole number.
3. Temporary pole number is to be used only on the preliminary JPA.
4. Form 7 needs to be sent to correct temporary pole numbers before the Final is issued.
5. Ensure that when the final JPA is created, the correct pole number for record is reflected on the
     final JPA.

 
 
10/17/2018 Alert: POLE LOADING WHEN THERE IS A PENDING JPA

When initiating a JPA and you find that another member has a pending JPA and not yet attached, request their pole loading. Include the pending member’s pole loading information on your pole loading.

Scanned Final JPAs from 2003 to August 2017 Bill of Sale are available

Scanned Final JPAs from 2003 to August 2017 Bill of Sale are available on the website. Use the QUICK POLE SEARCH webpage or the JPA SEARCH page, and click on the pdf icon next to the JPA number to view the scanned Final. Sep 2017 & Oct 2017 B/S will be uploaded by mid February.
Please note that since SCE reused their JPA numbers, you can only view the latest Final JPA. For example, Pole 267623S – JPA E6073-6579 was finalized in B/S 07/1977. JPA number E6073-6579 was also used in B/S 03/2006. Since we don’t have any Finals prior to 2003, you can only view the Final of E6073-6579 from B/S 03/2006.

01/31/2018 Alert: CONTACT INFO UPDATE FROM FRONTIER

Members to note “A” or “B” for item 83 of the Authorized Cost 2017 prices. If not noted, price will default to 83A and committee staff will write in the “A” on the Finals.

A revised JPA supersedes the original JPA; therefore a Form 7 to cancel the original JPA is not required (per Routine Revision meeting 05/17/2017).

SECTION 2.7E IS NO LONGER IN USE

Per Routine Revision meeting on April 19, 2016, the members agreed that there would be no effective back date and that all 18.1D JPAs were to be accepted moving forward no matter the date sent or grade and space.

04/22/2016 Alert: VERIZON CALIFORNIA IS NOW FRONTIER COMMUNICATIONS

Verizon California (member code ‘VZ’) is now Frontier Communications (member code ‘FTR’). Member code ‘VZ’ will no longer be used.

02/19/2015 Alert: FORM 7’s SENT TO THE JPC OFFICE

When issuing a Form 7 which is also sent to the JPC office, please make sure that the JPC office is Cc’d on the Form 7.

Also, once a previously issued “Do Not Bill/Protest” Form 7 has been resolved, please submit a follow-up Form 7 to the JPC office notifying that the JPA has been released for billing.

Reminder of the following paragraph added to Section 18.1-B (3):

An acceptable method for the initiating member to notify all involved parties of any changes made to a JPA includes sending a Form 7 indicating “See Changes” with a copy of the marked-up Form 2 Preliminary JPAs as an attachment.

01/29/2015: NOTATE ADEQUATE SAFETY CLEARANCE WHEN NOT REFLECTED IN GRADE & SPACE

The 6′ safety clearance zone may not always be reflected in the grade and space of a pole due to the placement of an antenna. If this is the case, the adequate safety clearance zone should be notated on the JPA in the nature of work field.

The example JPA below is acceptable as there is adequate safety clearance notated. So long as no GO95 infraction is created, the clearance may be reduced in order to satisfy Section 16.2 of the Routine Handbook.

10/15/2014 Alert: GUY ATTACHED BETWEEN LOWEST POWER AND HIGHEST COMMUNICATION:

When a member is adding a guy on a pole between the lowest power and highest communication, this needs to be notated on the JPA. On the JPA, please type “GUY” above the guy’s grade and space and reference the attachment in the location/nature of work field. Also in this field, a note should be added for the JPC staff for the amount of safety clearance to be used for billing purposes, i.e. “Reduced safety clearance zone down to 3′ for billing purposes.”

09/16/2014 Alert: SENDING FORM 48 FOR FOREIGN JPAS:

Once a member has completed the work on a pole for a foreign JPA, they are required to send a Form 48 to the initiating member.

08/19/2014 Alert: *REVISED* NO FORM 7 DENIAL AFTER APPROVED CONSTRUCTION:

A JPA cannot be denied via Form 7 after it has been approved and construction has been completed as previously approved.

07/16/2014 Alert: DENYING SECTION 7.6 JPAs; REGARDING PHONE CALLS:

A Section 7.6 JPA may not be denied and changed to Section 7.13 due to the fact that a phone call was not received regarding the plant damage. Section 7.13 may be used only if a JPA is not sent within 45 days.

Antenna poles may currently be used for service drops.

03/18/2014 Alert: DO NOT DISPLAY AUTHORIZED COST ITEMS 5A, 5B AND 5D ON A JPA:

When a member is billing for the pulling, transporting and disposal of a pole, only the PTD needs to be shown on the JPA. Adding items 5A, 5B and 5D as well is not necessary as these are included in the PTD.

02/18/2014 Alert: SPECIFY MEMBER BENEFITING FROM SECTION 7.3 POLE REPLACEMENT:

On a Section 7.3 pole replacment, a note needs to be added in the nature of work that specifies which member has initiated and is benefiting from the replacement. For example, “U1 requests U2 to replace.”

On a Form 2 Preliminary when it states “Joint meet required”, the issuer of the Form 2 must either supply a contact name and phone number or ask the other member to provide this information.

The member being transferred as well as the correct number of transfers must be specified on a Form 2 for the transfer of any cable or ARMs.

11/21/2013 Alert: MEMBERS ISSUING THE SAME JPA:

When two members each submit the same JPA (the original and an 18.1F verison) to the JPC office for a billing cycle, the staff will notify the members who need to agree on which version of the JPA will be billed. It is not incumbent upon the JPC staff to make the decision on which JPA should be final billed.

When processing older JPAs, the date sent of the JPA determines which year’s Routine Handbook rules apply, not the current year the JPA is processed.

08/22/2013 Alert: REQUESTING CHANGES TO A JPA AFTER IT HAS BEEN SENT TO THE JPC OFFICE:

Once an approved Form 2 final has been sent to the JPC office for billing and the accounting has been computed by the staff, a member may no longer request that changes be made to the JPA. The JPA will be processed and finaled as written and a correction of record will need to be submitted to make any of the required changes.

When denying or unapproving a pole on a JPA a reason must be stated for the denial or unapproval. Instances not limited to: 

• “Pole fails wind loading; see attached.” Include wind load results.
• Creates G.O. 95 Non-conformance
• Undergrounding
• Missing owner
• Jurisdictional mandates

Note: A JPA may be approved, although one or more poles within the JPA have been unapproved.

Form 48 now valid and acceptable in landscape and portrait format.

POLE CLASS 
Effective January 2010, JPAs must notate pole class on new sets. If purchasing onto an existing joint or solely owned pole, and if you have the class information, then notate it on the JPA.
Pole class must also be notated on Form 48 and Form 7.

UNAUTHORIZED NOTATION ON PRELIMINARY AND FINAL 
On preliminary JPA, when there is an unauthorized member on pole, the unauthorized member’s grade and space should be notated in parenthesis on the record side of the preliminiary JPA, even though they are not on record to inform JPC staff where unauthorized is attached.

SECTION 18.1-B (3): EFFECTIVE JANUARY 2011

     NOTE: If the above information cannot be obtained by the issuing Member, the Committee office is authorized to obtain said information from the non-issuing Member. 
     Transfer, Installation, equipment, and other authorized costs must be shown by item number and number of items. 
     The date sent on the Form 2 Final will always be the same as the date sent on the Form 2 Preliminary Joint Pole Authorization.

04/15/2009 Alert: The City of Lompoc’s Maintenance/inspection program was approved

The City of Lompoc’s Maintenance/inspection program was approved at the March 18, 2009 Administrative Board meeting. Lompoc may bill for inspections starting the approved date. Section 2.7-H will be updated January 2010.

2.5 Schedule Salvage Value
Salvage value shall be the F.O.B. cost of new pole, less depreciation, and is independent of pulling and transportation charges. (Revised February 2009)

C. Salvage Value of Wood Stubbed Pole
Salvage value of wood stubbed pole shall be for the length of the pole only. (Revised February 2009)

F. Salvage Value In Pole Which Has Been Damaged by Any Cause Other Than Deterioration
Salvage value shall be priced in accordance with length, year set, and condition of maximum length recoverable. (Revised March 2009)

G. Salvage Value in Pole Which Has Been Cut in Replacement or Removal
There will be no salvage value in the cut portion of the pole in replacement or removal. (Revised March 2009)

01/14/2009 Alert: Section 4.4 of the Routine Handbook 2009 Edition has been updated

4.4 Purchase of Interest at Same Grade
When purchasing same grade as another member/owner cost of that foot will be shared equally. 
When attaching to an existing arm, to share the same grade, the initiating party must show the appropriate Item of ?Authorized Cost?. When placing a new arm, to share the same grade, the initiating party must show the appropriate item of Authorized Cost and bear the cost of transferring facilities. (See Section 14.1 and examples in Section 18, Refer to Authorized Costs Items 160 or 164). (Revised January 2009)

13.3 Update Record per Field Conditions
Joint Pole Authorization or Form 7 issued to update recorded data per field conditions. If a Form 7 is issued, it needs to be submitted to the Joint Pole Committee.

Note: Section 13.3 is a non-billable section.

  1. If initiating member(s) is unable to produce a pole number for a preliminary JPA, please create a temporary pole number.
  2. Temporary pole number is to be used only on the preliminary JPA.
  3. Form 7 needs to be sent to correct temporary pole numbers before the Final is issued.
  4. Ensure that when the final JPA is created, the correct pole number for record is reflected on the final JPA

TIME WARNER CABLE ACQUISITION OF ADELPHIA CABLE AND COMCAST CABLE
Adelphia Cable (ABS) and Comcast Cable (MO) interests have been acquired by Time Warner Cable. Instead of 2 memberships, there will be 1 membership under Time Warner Cable (TWC). Moving forward the TWC code will be implemented in place of ABS and MO.

9/19/2007 Alert:  JPA AND FORM 7 MISSING SIGNATURE AND DATE SENT

If JPA is received without date sent, the receiving member is to notify the initiator. The initiator would notify all members on JPA by issuing a Form 7 to add the date to the JPA. JPAs missing signatures and/or initials are invalid. Please refer to Sections 18.1 and 18-1A. Date sent and signatures are also required on Form 7s.

8/28/2007 Alert:  2-FEET WIRELESS ANTENNA SAFETY CLEARANCE ZONE

New Sections added into Routine Handbook 2007 Edition that address the issue of the 2-feet wireless antenna safety clearance zone mandated by the CPUC: Section 2.7-I, 3.15, 16.1 and Example 11 (section 18).

7/25/2007 Alert:  PENDING JPA PROCEDURE

  1. Receiving member(s) of any preliminary JPA must research for pending JPA(s).
  2. If there is a pending JPA, make a copy of pending JPA, and attach to preliminary JPA and return to initiator.
  3. Indicate on preliminary JPA billing sequence. (i.e. “Bill after JPAXXX).

7/25/2007 Alert:  JPA HEADER MISSING A MEMBER

  1. Receiving member(s) discovers that an owner on record is missing from preliminary JPA, will return JPA to initiator.
  2. Request that the initiator resubmit the JPA as a revised JPA reflecting the missing member (refer to Section 18.1-C (b)).
