Introduction
Regular and predictable attendance is required to conduct Committee business. It is the responsibility of each Member to ensure their representative maintains acceptable attendance in accordance with this Policy. For flexibility, members may attend in person or via conference call. Members are considered to be present if they are in attendance for roll call, discussion, and consent. Conference call information is posted on the SCJPC website and meeting agendas.
Frequency
The agreement stated that Member should attend at least 80% of Administrative Board Meetings. Members who fall below 50% attendance will be assessed the penalty. Member attendance to at least 50% of Administrative Board Meetings is required.
Time Frame
Attendance shall be measured for the previous 12 months (rolling 12-month calendar).
Notification By Member for Non Attendance
Member must notify the SCJPC office prior to Administrative Board meeting or 24 hours after.
Penalty
$500.00 for each member not in compliance per month.
Assessment
The penalty will be included in the next monthly assessment. The penalty may be assessed monthly thereafter for continued non-attendance. Penalty shall be waived for the month(s) the member attends.
Assessment Distribution
Penalty assessments will be credited equally on the following month’s assessment invoice. Penalized members will not receive this credit.
Exceptions
Exceptions to this policy are allowed at the discretion of the Operating Committee and in the following situations:
- Natural and Civil Disaster
- Interruptions in Public Transportation and Conveyance
- Illness/Death
- Labor Disruptions
- A catastrophic event requiring all hands-on deck (revised Nov 17, 2021)
Policy Changes
Based on the needs of the SCJPC these requirements can be modified by the Operating Committee when deemed necessary.
